  17. <p>    Sidewalks littered with rotting garbage and crumpled
  18. packaging. Roadsides strewn with sodden mattresses, broken
  19. chairs and abandoned supermarket carts. Concluded a report by
  20. Britain's Royal Fine Art Commission last week: "London has
  21. become dirty, degrading and depressing."

  23. <p>    The commission attributed the filth in the British capital
  24. to a lack of personal discipline on the part of its 6.8 million
  25. inhabitants, and targeted everything from fast-food
  26. establishments to dog owners as contributors to the squalor. It
  27. went on to suggest 120 ways for London to clean up its act.
  28. Among them: bigger litter bins, special cleanup crews to swoop
  29. in and clear out debris, and rebates on civic
  30. garbage-collection fees in exchange for cleaner sidewalks.
  31. </p>
  32. <p>    Prime Minister Margaret Thatcher immediately threw her
  33. support behind the proposals. If the mess is not tackled
  34. voluntarily, she said, the government will seek tougher laws to
  35. do so.
